The Rough Riders was the nickname given to the First United States Volunteer Cavalry, raised in 1898 for the Spanish-American War. In the speech, he argued against partisanship based on religion; he called it a "wicked thing" either to support or to oppose someone because of the creed they profess. He asserted that political movements directed against a person because of their religious belief have never accomplished anything but harm.

Theodore Roosevelt delivered this speech in Provincetown, Massachusetts, at the laying of the corner-stone of the Pilgrim Memorial Monument on August 20, 1907. He remarked on the Puritans’ individual initiative, common sense, and ability to cooperate. Above all else, their sense of duty is singled out as a commendable quality.
