The Astros are already projected to be over the first CBT again for the second straight season after signing Christian Walker. There are many penalties for back-to-back seasons exceeding the CBT. The Astros have been actively looking to deal with former closer Ryan Pressly to open up some cap space. By doing so, they could also answer who is in the outfield.
