لعل الرواية هي النوع الأدبي الأكثر ملاءمة للتعبير عن حركة التاريخ وصانعيه، لا بل إعادة صياغته وقراءته قراءة واعية. فإن فهمت الماضي فسيرشدك إلى حل ألغاز الحاضر وربما استشعار المستقبل أيضاً. في "حكومة الظل" يسلط منذر القباني الضوء على دور بعض الحركات السرِّية التي تعمل في الظل وتأثيرها في صناعة القرار سواء أكان هذا القرار سياسياً أم اقتصادياً، ففي محكميات الرواية. يسير التاريخ والحاضر جنباً إلى جنب، ويعيد أحدهما الآخر، فما بين هبوط طائرة نعيم الوزان في مطار الدار البيضاء في بداية الرواية، وإقلاعها إلى ماليزيا في نهايتها، مسارين سرديين متوازيين. المسار الأول هو مسار تاريخي تجري أحداثه في مدينة (إسطنبول) التركية، في أوائل القرن العشرين، وبطله الجد خليل الوزان.
