In La maggioranza deviante, pubblicato per la prima volta nel 1971, Franco Basaglia e Franca Ongaro Basaglia analizzano la tipologia della devianza e il suo inserimento all'interno del contesto sociale ed economico del periodo, quando in Italia la cultura psichiatrica era chiusa in una "ideologia della diversità" che sanciva l'inferiorità dell'altro (il malato di mente, il bambino difficile, l'immigrato).

Il grosso problema che Basaglia mette in luce è costituito dall'organizzazione sociale custodialistico-punitiva, insufficiente a fornire una qualificazione precisa in cui inquadrare il deviante.
